Our Team

David Arscott MSc

Principal

With over 20 years of experience in construction and business leadership, David has built a career centered on the fundamentals of project delivery and strategic growth. His professional journey began in the heavy infrastructure sector, where he spent six years managing the complexities of large-scale road and bridge projects across Canada. This foundation in essential infrastructure provided a deep understanding of the discipline and coordination required to bring major visions to life.

Following his work in large-scale construction, David spent a decade as the owner and operator of a successful disaster restoration and emergency services firm. Navigating the high-stakes world of insurance claims and property recovery required a steady hand, a focus on systems, and a commitment to helping people protect their most valuable assets.

After successfully selling his business, he returned to his roots in the built environment with a focus on real estate development. To ensure a modern, data-driven approach for Bloomterra,

David has spent the last several years specializing in advanced financial modeling and capital structures. Today, he combines decades of practical field experience with a sophisticated analytical approach, ensuring that every development is handled with the attention, foresight, and professional integrity it deserves.

David earned a Master of Science in International Construction Management from the University of Bath and holds an is Argus Software Certified (ASC).

Fraser DeGroat MBA

Strategic Advisor

Fraser brings a rare, 360-degree perspective to the development and finance landscape. His career began in the trenches of commercial finance at the Business Development Bank of Canada (BDC), where he mastered the complexities of business lending. He later transitioned into the private sector, holding pivotal roles for one of Western Canada’s premier developers and its affiliated private lending arm. This dual-sided experience—navigating large-scale development projects while managing sophisticated debt structures—allows Fraser to bridge the gap between architectural vision and financial viability. As an advisor, he leverages this deep institutional and private-market knowledge to BloomTerra to help navigate our developments through even the most complex capital stacks.
